Text Box:  Period of Performance Being Assessed: 08/04/2008 - 08/03/2011 Contract Number: FA481408D0002 Business Sector & Sub-Sector: Prof/Tech/Mng Support Contracting Office: 6 CONS/LGCB FA.4814 Location of Contract Performance: MacDill AFB, FL Contract Effort Description Serves as the assistant lead planner for exercises Bright Star (13S), Eagle Resolve(ER), Eager Lion (EL), Leading Edge (LE), Lucky Warrior (LW), Earnest Leader (EL), Iron Falcon (IF), and other USCENTCOM exercises and seminars as requirements dictate, Requires a competent 5/5/5 level Arabic linguist who will assist lead DOD planners throughout all phases of planning and executing USCENTCOM battle stall and combined joint training exercises. Must be capable of coordinating and synchronizing US and. Host Nation logistical support, complex exercise topics, other language linguists, and various subject matter experts that are external to USCENTCOM to integrate US and Host Nation participants to ensure exercises support the Commander's Theater Campaign Plan and the Global War on Terrorism. There have been absolutely no 're-performances' required during this contract. The full time contract representative is fully qualified as an Arabic speaker, and has taken on the requirements as an assistant exercise planner with vigor. All other BEI employees who have worked this contract are also of superior caliber, totally understanding the required mission and the importance of the related tasks under the contract. The contractor regularly completes contract tasks on or ahead of time. Those tasks include the preparation of documentation to facilitate exercise planning and execution, and assessing the planning and linguist needs to ensure successful exercise execution. The Arabic spoken and written translation products have been of superb quality, requiring little to no correction. Additionally, the services provided for other languages has been of the highest caliber. Of specific note is the Russian language translation requirements identified and provided in support of an important USCENTCOM proliferation security initiative event. Of highly significant note, this contractor has demonstrated the ability to support a wide variety of USCENTCOM RECOMMENDATION Given what I know today about the Contractor's ability to execute what they promised in their proposal, I definitely would award to them today given that I had a choice. SCHEDULE BEI has had to remain highly flexible during this reporting period, due to the wide variety of missions both directly supporting exercises, and those events which supported overall USCENTCOM goals and. objectives. BEI demonstrated significant ability to adjust to the need, mainly facilitated by the use of employees located close to the USCENTCOM area of responsibility. This reduces their reporting and enroute travel time, which has saved money as well. COST CONTROL Bassili Enterprises continues to employ a skill usage plan involving the use of planners and linguists already in or much closer to the USCENTCOM area of responsibility. The key benefit of this plan is significant savings in travel cost, and also allows these personnel to be available more quickly to support each requirement. Once again, these linguist personnel have received nothing but excellent grades in terms of ability and willingness to support the overall mission. BUSINESS RELATIONS Bassili Enterprises is always there when needed. Through the support efforts the company has conducted, the company has an excellent reputation. The company's management responds quickly and accurately to requests for estimates and other related information concerning upcoming and on-going missions. MANAGEMENT OF KEY PERSONNEL Company management has been excellent, as reflected in the comments already made in the Quality, Cost Control, and Business Relations sections of this report. As a result, more mission requirements were submitted from various offices throughout the Command, ADDITIONAL/OTHER BEI has performed exceptionally well during this reporting period. The performance of BEI employees throughout the period has been consistently assessed as superb. BEI employees have been regularly recognized for their professionalism and attention to detail. They can always be counted on to be present and ready to work. Contractor Comments QUALITY OF PRODUCT OR SERVICE: BEI has provided exceptional support to USCENTCOM J7 by employing a 5/5/5 Native Arabic Service Connected disabled Veteran. as asistant lead planner in support of the following exercises; Bright Star(BS), Eagle Resolve (ER), Eager Lion (EL) , Leading Edge (LE), Lucky Warrior (LW), Iron Falcon (IF), and other USCENTCOM exercises and seminars as requirements dictate. Additionally, BEI successfully deployed over 150 competent 5/5/5 level Arabic Interpreter/Translator in Support of USCENTCOM Exercise Program between Aug 2008 and Aug 2011. The Exceptional Support provided by BEI assistant lead planner and the many talented Native Arabic Interpreters/Translators supporting the USCENTCOM Exercise Program, resulted in exceptional and successful coordination between US, Host Nation Exercise Planners and Participants. BEI Support to USCENTCOM Exercises is in direct support to the Commander's Theater Campaign Plan and the Global War on Terrorism.
